Yes, they work! Yes, they are pre-Castro/pre-revolution from a trip that the PO's took in the late 1940's/early 1950's when traveling to Cuba from the US was still glamourous and legal. (See "Guys and Dolls") Yes, they are a pair of kitschy souvenir maracas, carved (not painted)from wood and coconut, with the words "Havana" and "Cuba" across them. But SUCH cute kitsch! And incredibly hard to find at this age and in this condition. This pair is in excellent condition with no cracks or repairs. They are not toys, they are percussion instruments. They are about 50 years old, and only show slight age from time. The handles are roughly carved and nailed in place. They measure 9 1/2" long and 5" across.
